Do you know someone I could get to program a game with me telling him what I want cheap?

"Cheap" is going to be your problem. Professional programmers will be charging anywhere from 30-80 bucks an hour for their work.

I really want to make a bike with oval wheels lol

You'd have to recreate the game from scratch to do Oval Wheels as the game itself renders and draws them only as circles.

Depends on the type and quality of the games.
Flash isn't the hardest thing in the world to learn(except the software is like 199USD$)...

As far as other languages...
C is free... but super complicated(it's what console games...xbox/ps3 etc are written in)
Vb.net... Will look like... well... ass. but it's easy and free.
Java... I hate it. Sucks. Slow. Laggy. Lame. Gay.
Javascript/HTML5/HTML/etc... fun... not the easiest in the world to get the hang of, not a lot of game structure, but games are made out of it all the time.

Xbox games are written using c# or c++ using the XNA library plugins, its actually quite easy with c#, i suck at programming c++ though

Im in 8th grade but I've already taken Geometry. I've learned the basics of Visual Basic, (I made a video game ) and I'm beginning to learn C++. I'm looking forward to next year, since I will be i high school and I will be able to take programming classes. Would making something like this be difficult, acknowledging my background? I'm also interested in how Canvas Rider was made. Please keep explaining.
